Ukraine's parliament passed a memorandum on mutual understanding and peace yesterday that guarantees Russian as a state language, and calls for the decentralization of power. The move is seen as a concession by the interim government to pro-Russian residents to ensure that the presidential election will go ahead as planned on Sunday. But Ukraine's central election commission said yesterday that 11 of the 34 local election commission offices in the eastern regions of Donetsk and Luhansk were occupied and 8 other offices were facing the risk of attacks.
