The government has asked all ministries
to take prior approval
of the Appointments Committee of Cabinet, ACC before appointing all personal
staff of Ministers, including their Officers on Special Duty.
The ACC is headed by the Prime Minister. The Department
of Personnel and Training said that it has come to notice that some Ministries
do not process the cases related to their appointments as per procedures,
therefore prior approval of the ACC is required for appointment of personal
staff (other than Private Secretary) at the Deputy Secretary level and above.
As per norms, private persons can be appointed as
OSDs to Ministers if their names are approved by the ACC.
The DoPT's order is seen as an attempt to discourage
ministers from appointing private persons, including their acquaintances,
friends or relatives, as their personal staff.
