Pranab Mukherjee, the President of
India on 28 May 2014
appointed ESL Narasimhan as common Governor of Telangana and Andhra Pradesh.
His appointment will come into effect
from the date when he assumes the charge of the office.
Narasimhan got the additional responsibility five
days ahead of formal bifurcation of Andhra Pradesh on 2 June 2014. He will be
serving Telangana until a permanent arrangement is made.
The Andhra Pradesh Reorganisation Act seeks for a
common Governor for a time period that will be determined by the President. The
two reasons to have a common Governor
Even after bifurcation, the symbiosis between the
two states is likely to continue. This is because Hyderabad will be the common
capital for both the States for 10 years. The time limit of 10 years will
enable Andhra Pradesh to build its own capital. There has been no such
precedent anywhere else in the country.
There is a need for arrangement to address the
safety and security of people of Seemandhra settled in Hyderabad and
Secundrabad. As the Act has mentioned that the Governor will be responsible for
the security of the life, liberty and property of people who reside in these
two cities
Even after bifurcation, the two states will have a
common High Court until a sperate High Court is established for Andhra Pradesh.
